In both instances it should be clearly stated that engaging in any illegal act will not be permitted. A possible policy statement could be: Any activity or conduct that is in violation of federal, state, or local laws is strictly prohibited on library premises.

What about the needs of systems personnel to ensure security of computers and networks? Forty-eight states have statutes that protect the confidentiality of library records.
